2025 Legislation

AB 61 (Ratepayer Protection Act) requires the Public Advocate’s Office (PAO) at the Public Utilities Commission to conduct a review of every legislative proposal that mandates or requires services or programs that result in increased costs for electrical or natural gas corporation customers.

AB 64 (Name Accuracy Act) allows the inclusion of accents, umlauts, tildes, cedillas, and other diacritical marks on vital documents, giving parents and individuals the right to have personal names pronounced and spelled accurately.

AB 74 is a two-year bill. Updates on direction will be available in summer 2025.

AB 83 (Elder Financial Abuse Prevention Act) provides financial institutions with more tools to protect seniors from financial abuse when fraud is suspected. Two-year bill.

AB 223 (Modernizing Juror Oaths) updates the language of the statutory oaths administered to jurors by replacing outdated legal language with clear, plain language that is easy to understand. This proposal is comprised of technical amendments and leaves the substance of the oaths intact.

AB 343 (Judicial Privacy and Protection Act) extends the definition of elected or appointed official to retired state, federal, and tribal judges, court commissioners, and federal defenders, adding privacy safeguards to these essential professions. The bill also includes children’s counsel appointed by the court in a family or dependency proceeding.

AB 352 (Judicial Officer Protection Act) makes criminal threats against judges and court commissioners an aggravating factor in sentencing. This change enables judges to impose the maximum three-year sentence for felony criminal threats when appropriate.

AB 400 (Standardizing Law Enforcement K9 Programs) creates statewide standards for law enforcement K9 programs, ensuring consistent training, deployment and oversight across all agencies.

AB 515 (Trial Courts Statements of Decision) provides consistency to when and how a trial court’s statement of decision may be requested. Clear procedures will provoke fewer errors by both attorneys and trial courts, resulting in fewer appellate issues and a quicker resolution of appeals.

AB 582 (Regulatory Accountability Act) establishes a one-year moratorium on executive branch rulemaking, during which time the Legislature’s policy committees would examine the legislative grant of rulemaking authority to executive branch agencies, departments, boards, commissions and bureaus.

AB 850 (Increasing Institutional Debt Transparency and Protecting Students Act) strengthens consumer protections and increases transparency on institutional debt – debt owed directly to colleges and universities – and ensures that these debts do not block students from continuing their education.

AB 905 (Bond Outcomes and Transparency Act) enables California voters to see whether bond funds, spending approved by the voters, are being spent as intended and achieving promised outcomes. This bill ensures accountability and transparency by requiring clear measurement and reporting of what bond money actually accomplishes.

AB 953 (Protecting Ballot Measures from Foreign Influence) closes a gap in state law to prohibit foreign nationals from making contributions, expenditures, or independent expenditures in connection with state or local ballot measures.

AB 1178 (Peace Officers: Confidentiality of Record) protects the identities of undercover officers (and their family members) working on critical public safety operations such as combating human trafficking and infiltrating criminal organizations. This bill allows undercover status to be grounds for redaction from public records, preventing the compromise of officer safety and undercover investigations.
